The obvious need for a multi-modal transportation system, the ever-increasing need to upgrade our sewer and waste disposal systems, and the continuing debate about airport capacity caused many in attendance to ask: What will galvanize the Capitol to act proactively re: investment & planning before our population grows restless with service degradation?
