A meeting organized by San Diego county Supervisors Ron Robertsand Greg Cox to design a regional effort to clean the county's beaches,rivers, streams, and watersheds was boycotted by environmental groups onWednesday, Oct 18th. Following the release of proposed tougher standards by theSan Diego Regional Water Quality Control Board to curb urban runoff,environmentalists characterized the conference as a "bureaucraticresponse" with little substantive proposals. The supervisors were alsocriticized for addressing the issue as if it were a new problem eventhough the federal Clean Water Act has called for regional planning forover 10 years.
