Officials in Howard County, Maryland knew sometimes that the in-fill development issue was both lurking and increasingly volatile. The intensity and complexity of the issue merged when the Planning Board embraced legislation to prohibit some projects, even while the appointed citizens committee embarked on the comprehensive review of in-fill development. "In its simplest form, the dispute over in-fill development involves residents, who wish to preserve the character of their neighborhoods, and builders, who seek to construct as many units as possible."
