The Edison-Pacific $39-million redevelopment project is a joint effort by the city and school district in the poorest and most blighted area in Glendale. But in tearing down 20 apartment buildings and five homes, more than 150 families are seeking new housing. The relocation money is making home ownership a reality for some.
