"El Pasoans have been talking about "reviving" Downtown for years. Besides the occasional study, not much has been done over the last 20 years to change the essential nature of Downtown El Paso, which by day is heavily dependent on two things -- government, banking and legal jobs, and low-end retail catering largely to Juarez residents. By night, except for a scattering of night clubs, it's mostly quiet."
