"The Colorado initiative [Colorado's Amendment 24] , and a similar one in Arizona,Proposition 202, are offering proposals that have never come before state citizens until now: Let people who live in sizable or fast-growing cities and counties vote on plans forfuture development. While trying to manage growth is nothing new, giving voters across the state the right of approval is unprecedented."
