"The trail of would-be downtown housing developers heading out of San Antonio is getting crowded, with developers grousing about the lack of incentives or abatements or the torturously slow negotiations over them. They say these are big reasons why -- as downtown lofts boom in Dallas, Houston and Austin -- hardly any of downtown San Antonio has been converted into residential complexes."
