Maine Water Quality Dispute Grows

Dispute concerning EPA's delegation of Clean Water Act administration to the state of Maine expands.

For months, the dispute over an otherwise arcane issue--wastewater discharge--has been filled withrancor because all parties involved feel that tribal sovereignty is also at stake. The dispute stems from the Environmental Protection Agency's pending decision over whether to delegateadministration of the Clean Water Act to Maine, one of the few states in the nation that have not assumed responsibility for the program.
