"President Clinton has already produced a stellar record of environmental achievement, but for sheer scope nothing quite matches the proposal he announced one year ago to ban road-building in millions of acres of national forests. On Monday the Forest Service released its final version of that plan, which Mr. Clinton is expected to approve in 30 days. It is a considerable improvement on the original. But it needs two important adjustments, which Mr. Clinton has the power to make." The editorial points out two concerns: the first, " an innocent-sounding but potentially disastrous provision allowing for so-called 'stewardship' logging for fire prevention and other purposes." And the second concern is that the Tongass [Alaska] protections would be delayed until 2004 "
