Evaluating transportation options is necessary to keep LA from grinding to a halt in the decades ahead. Population in 1998 was 9.6 million. In 2025 it will be about 13.1 million. Tunnels, freeway decks, subway and rail extensions, diamond lanes, new freeways--many will be challenged by political battles and NIMBY attitudes.
