"The United States presented a new proposal Monday on how countries could use existing forests and farmland to meet their targets to reduce "greenhouse gas" emissions. But environmentalists at a U.N. Climate Conference immediately denounced the offer as 'cheating.' The conference, now in its second and final week, is supposed to lay down the rules for implementing emissions cuts agreed upon in the Kyoto Protocol three years ago in Japan. "
