Channel Islands Harbor is struggling. Developers are proposing to revamp a major hotel and restaurant.

Revitalization of Channel Islands Harbor is at the planning stage. It would cost several million dollars and could be complete by 2003. Involved are a shopping mall, a restaurant and the Casa Sirena Hotel. The county is considering a marine research center on the west side of the harbor.
