Some Bay Area cities have expressed concern over the Bay Area Regional Housing Needs Allocation Figures released by the Association of Bay Area Governments (ABAG). Local governments are required to update their general plans according to these state mandates for housing development, but some officials worry that incorporating new housing into the general plan will require rezoning single family areas for higher density and affordable housing. Smaller cities are also concerned because the comparatively low property taxes on housing do not cover the funding of city services.
