"On October 1, 2007, a national panel of Urban Land Institute began a three-day study of Little Saigon to examine Little Saigon's market's long-term economic viability and potentials for future development, as requested by officials of Westminster city."

"'We want to make sure Little Saigon remains as attractive and as viable economically as it is now,' said Chet Simmons, a member of the city's Economic Development Department."

"City Councilman Andy Quach said he is hoping the study will give the city a plan and the tools to 're-market Little Saigon.'"

"Little Saigon's areas include a combination of lands in the cities of Westminster, Garden Grove, Santa Ana, and Huntington Beach, in which the core area has been developing primarily along the mixed-use strip linking Westminster and Garden Grove. Therefore, it is important that these cities collaborate to make an interdisciplinary joint-study of Little Saigon, and the on-going study, hopefully, will lay preliminary ground for such collaboration."
