Over 750 miles of the region's largest, most congested traffic crunches were evaluated.
"Traffic consultants used aerial photographs taken in late 1999 to compile hundreds of pages of engineering diagrams and evening rush hours. Highway sections were given a grade for congestion during morning and evening rush hours. The primary difference between this study and other traffic counts, such as those by the Texas Department of Transportation, is the time during which traffic density was measured. Most traffic counts study a 24-hour period. This study measured specific time periods."
