Some publishers are upset over the City of Winter Park's strict newspaper rack ordinance.
"The city [of Winter Park] is putting an end to "rack blight" on Park Avenue, its premier shopping street, by debuting a new type of newsbox for newspapers and other publications. The first of the new aluminum and brass enclosures, each housing three publications, went up outside City Hall this week. Twenty-two more will take their places along the avenue before Christmas, said city planner Don Martin. . . Representatives of some publications aren't pleased. "I understand why they [the city] wanted to do it . . . people leave food and drinks on racks . . . but I don't feel comfortable when government tells me where I can be," said Gerhard Munster, publisher of the Winter Park Observer."
