A number of cities in California are adopting policies to limit the conversion of industrial lands to housing and, in some case, retail development. Cities insist they need to defend their industrial job bases.
"In the face of never-ending pressure to provide new housing, the three largest cities in the San Francisco Bay Area have taken steps to slow the conversion of industrial properties. At the same time, local officials in Los Angeles, Orange and San Diego counties are at least talking about similar policies."
