"In recent months, developers have been scrambling to buy frog habitat as regulators continue to crack down on housing projects that affect protected species like frogs and the streams where they live.Those efforts have helped one East Bay conservation group pay off part of a loan for a remote canyon on Mount Diablo and boosted business for Wildlands, a Sacramento-area company that buys and conserves land for profit."
