California Governor David negotiated last year an agreement with the state's Indian tribes granting them exclusive rights to operate Nevada-style casinos in California on their reservations. Now a landless band of Indians is proposing to buy land in Northern California and open a gaming casino. President Clinton has until December 28, 2000 to sign federal legislation ordering the secretary of the Interior to receive a deed for the land beneath the card club, located in the northern California city of San Pablo.
