For 15 of her nearly 30 years at the Atlanta Regional Commission, Rhea has critiqued development proposals that transformed intown and suburban skylines. She has wrangled modified plans from developers in order to make a dent in the region's smog and traffic congestion. And, every once in a while, when negotiations break down, she stamps a development proposal with these dreaded words: "Not in the best interest of the state."
