"Atlanta has struggled to reduce its vehicle emissions -- among the nation's worst -- in a metropolitan area where residents drive an average of 35 miles a day, more than anywhere else in the United States. In 1998, prodded by environmental groups, the federal Environmental Protection Agency cut off federal highway money for 13 counties in the Atlanta area, infuriating local officials who were accustomed to providing voters with endless miles of blacktop."
