California has only 15 more years to receive Colorado River water surplus. Where to get water then is the issue.

By law, CA receives 4.4 million acre-feet a year from the Colorado River. But 85% of that goes to agriculture in the desert. CA has depended on an annual allocation of surplus water to supply coastal So. CA. But now, CA has to look elsewhere. It is looking to the desert for a 50 year contract. But MWD is going cautiously. Opponents to desert underground water fear dust storms and perile to bighorn sheep.
