A Limit On Driving In California?

Is a statewide cap on driving in the works? Bill Fulton says a regional driving limit may be the only way that California is able to reach its self-imposed mandates for reducing greenhouse gas emissions.

A senior policy advisor to the California Air Resources Board said the board is working on "the best mix of incentives and requirements" that will limit vehicle miles traveled (VMT). He also said the board supports strengthening the role of regional planning agencies to force land use changes that will limit VMT.

"It's hard to imagine how this would happen without creating a target – or maybe a cap – on VMT in each region around the state as a way of meeting a land use-related greenhouse gas emissions reduction goal," Fulton writes.
