"Los Angeles International Airport could grow from 65 million to 90 million annual passengers with an $11.4 billion expansion, but Orange County must help meet Southern California's aviation demands, says an LAX environmental-impact report released Thursday. The draft report shows LAX going far beyond its capacity even with the massive expansion if Orange County doesn't build a second airport at the closed El Toro Marine base."
