The toxic runoff from Iron Mountain near Redding, CA will be cleaned up with $160 million from a French firm. Why?

The EPA has cut an unusual deal with a French firm. For $160 million, Aventis is off the hook permanently. An environmental firm and an insurance company will be responsible for cleaning up the toxic runoff and for investing the funds for future cleanup on the mountain.
