A new HUD report highlights eight promising economic development strategies based on case studies in 10 American cities.

Strategies for Success: Reinventing Cities for the 21st Century, releasedby Department of Housing and Urban Development (HUD), is a blueprint for cities making the transition from theold to the new economy. Believing that communities can learn from thesuccessful experience of others, the report's case studies provide tangibleexamples of creative economic development initiatives that cities areimplementing throughout the Nation.For each of the past 4 years, HUD's State of the Cities reports havedocumented the economic and fiscal recovery that many American cities areundergoing as a result of the strong economy, innovative local leadership,and renewed Federal commitment to cities. The overall trends are clear:after two decades of decline, the 1990s saw a reversal in the fortunes ofmost cities. At the same time, not all cities are sharing in this success.Even in those cities that are doing well, pockets of concentrated povertyand a crisis in affordable housing remain.
