The Dallas City Council schedules an intensive session to focus solely on affordable housing.

"Dallas' critical shortage of housing for low- to moderate-income families is hardly a new problem. It is estimated that more than 30,000 Dallas residents spend at least half their income on housing. With the arrival of the 21st century, city officials face the sobering news that the millions of dollars in federal funds they have spent on housing programs did little to change the trend. The funding commitment has been there. Positive results haven't."
