Downey has spent his entire working life in government service, thriving in the rough-and-tumble world of New York's transit and airport agencies and twice serving in top posts at the Department of Transportation. Therefore, it is probably fitting that Downey is ending his nearly 43-year government career by waving goodbye to all the other top Democratic appointees at DOT and waiting to hand the keys to the incoming Bush administration. He is acting secretary until Secretary-designate Norman Y. Mineta is confirmed by the Senate." Before he leaves, however, he has a few pieces of advice for the new DOT Chief...
