Michael Beyard, a senior resident fellow with the Urban Land Institute said "national retailers are eyeing downtown locations where more diversity in shopping, entertainment, housing and employment is available.To lure those consumers downtown, private-public partnerships must provide adequate transit, a safe place to shop, more housing and a development plan that is integrated into the existing fabric, Beyard said."
