NOTICE OF PROSPECTIVE SOLICITATION FOR PROFESSIONAL SERVICES:

DOWNTOWN LOS ANGELES PARKING MANAGEMENT ANALYSES, ORDINANCE DEVELOPMENT, PROGRAM IMPLEMENTATION

RFP NO. 04-04

The Community Redevelopment Agency of the City of Los Angeles (CRA-LA) anticipates releasing an Request for Proposal for a Technical Consultant Team to implement a work program to analyze strategic parking and access issues for Downtown Los Angeles, develop appropriate policies, programs and ordinances, support ordinance adoptions and to undertake initial program implementation.

This RFP is projected to be released on/about October 2, 2003. The proposed work program will involve extensive interaction with public and private stakeholders in Downtown and will require a multi-disciplinary team with expertise in a number of related areas, including transportation planning and management, traffic and parking engineering, real estate economics and analysis, urban design, environmental compliance and analyses, government contract compliance and public participation management. The work is funded, in part, through federal (Congestion Management/Air Quality) grant funds. It is anticipated that the assigned work program will take approximately 18 months to complete.

Prospective respondents are required to participate in a Pre-Proposal Conference, scheduled for October 17, 2003, starting at 10am. Teleconferencing arrangements will be posted on CRA's website as soon as they can be made.

Proposals will be due by noon on November 14, 2003.
