Ideas For Limiting Growth

Leaders from the San Diego Association of Governments dicussed proposals for coping with the region's growth.

Last week members of the San Diego Association of Governments(SANDAG) discussed a plan that would determine the maximum populationcapacity of San Diego County with the eventual goal of limiting growthbeyond that number. In response to concern from SANDAG's board membersthat increasing population will put a strain on the county's resources,area planners will be asked to identify an approximate populationceiling by examining such factors as open space, water resources, airquality, and biodiversity. A population ceiling, if adopted, would be adistinct reversal of past policy, and some officials expressed concernboth that a goal of no growth might be unattainable and that a growthceiling could have adverse effects on San Diego County economy.
