"Projects that do not deviate substantially from the general land-use plan will not be affected, said Don Hadder, the city's director of comprehensive planning. But a project that 'triggers' certain criteria - such as expanded roadways or character-altering changes to a neighborhood - instantly is put into the slow lane of the Planning Department's work flow. Each of the city's five planning zones will have different criteria for size and other aspects of a proposal that triggersthe special zoning process."
