"The Chicago area runs the risk of falling behind in the world economy, said a new report on life in the six-county metropolitan area. According to the report, that's not because of business conditions but because of daily aggravations: Traffic congestion is brutal, too many children get a poor education and affordable housing is scarce, especially within job-rich communities.
