The 160,000 acres of wilderness is owned by the utility companies and serves as a watershed around lakes and powerhouses. It has become a bargaining chip in the state's energy negotiations to take over transmission lines. Environmentalists are excited. Under deregulation, utility companies could sell the land, which would open it up to home building and logging.
