Reacting to a special report on the region's future, Dalls Mayor Mr. Kirk said such a regional agency would be needed to manage growth in a vast metropolitan region that is adding about 88,000 residents annually to its 200 cities."'The Global City,' an eight-page special report written by two urban experts commissioned by The News, said a regional agency to manage growth was crucial to building a 'world-class' city."
