The Global City, an eight-page special report written by two urban experts commissioned by The Dallas News, said a regional agency to manage growth was crucial to building a "world-class" city. "No matter how we get there, it is imperative that we get to that point," Mayor Kirk said. "I think as a region we have recognized the need to have a more coordinated management of our economic prosperity."
