"The move to the suburbs continued in Pennsylvania, even when the suburbs were of cities in another state. The state's two largest cities lost population in the 1990s...The decline in Philadelphia was less than half the drop that the Census Bureau had estimated last year, when it predicted that the city's population would fall 10.6%. The smaller-than-expected loss had city planners firing off e-mails reading, 'I told you so.'"
