Durham County is evaluating a proposed ordinance that would tie new development to existing school space.
"The proposal, known as an adequate public facilities ordinance, would require that plenty of school space exist before new developments could be approved. Kitchen presented the draft during a meeting of the joint city and county committee, which consists of members of the City Council and county Board of Commissioners. The proposal would set a "maximum capacity" for schools in Durham County. That would set the maximum load of students that facilities such as cafeterias, restrooms and gyms could handle. A similar ordinance is under consideration in Orange County."
