"Five years before Oregonians approved Measure 7, the Florida Legislature passed its own property-compensation law. That's why Oregon lawmakers are now looking to places such as Tallahassee and Miami Beach for guidance as they wrestle with how to address Measure 7. But the words used most often to describe the impact of the Sunshine State's compensation law -- "chilling effect" -- may give legislators in Salem the jitters. lthough relatively few claims have been filed under the Florida law, critics say it has scared state and local governments away from passing new land-use restrictions such as limits on building heights or housing densities because they fear they will have to compensate property owners."
