DWP's General Manager and Wildlands Conservancy created a plan to protect 300,000 acres of DWP land in Owens Valley. But no one told the DWP Board of Commissioners that the plan was in the works. So when the plan was made public, there were some angry Board members. The mayor opposes the plan, too.
