The air board and the California Transportation Commission are operating on different schedules, and the air board seems unaware that transportation experts are now planning projects that won't get built for a decade or more. It could all lead to a collision among different state agencies.
John Barna, executive director of the CTC, also said the state lacks enough money to build all of the projects that the state is counting on to reduce greenhouse gas emissions. He advocates congestion pricing.
