"California's environmental regulators act as if they perceive their role as gatekeeper, and their methods of enforcing state regulations have been sufficiently obstructionist to delay the construction of plants that were approved as long as five years ago. The problem is that state regulators don't care if power plants get built, only that siting and environmental rules are followed."
