"Broomfield city officials were so gung-ho to attract the new FlatIron Crossing mall and neighboring stores that they agreed to pay developers one of the largest business subsidies in the history of Colorado - $279.5 million. [Broomfield's] solution: Let the developer build all the roads and water and sewer lines for the mall, and let the city repay the developer for the work over time."
