Unincorporated Area Residents Fight City Control

Members of a citizen group in Bull Mountain, an incorporated area in Washington County, Oregon, are at odds with an agreement that would allow cities to provide all urban services and dictate urban growth boundaries.

"The [Citizen Participation Orgnization] resolution states the agreement 'sets a dangerous precedent that is potentially detrimental to all residents and property owners in the unincorporated areas.'

Julie Russell, a resident of unincorporated Bull Mountain and chairperson of the CPO, said she's not convinced cities are the best providers of urban services.

'They're more expensive, and they add a layer of government bureaucracy to something we may not be interested in,' she said."
