"A long-awaited regional mobility study released today sets out broad policy for reducing traffic congestion. But it doesn't discuss the issues involved in such current topics as the controversial widening of the Katy Freeway and the proposed and environmentally sensitive Grand Parkway, and it barely mentions rail transit, one of the most debated transportation alternatives of the past two decades."
