Philadelphia's mayor will battle the city's urban blight with a $1.63 billion demolition and reconstruction plan.
"The mayor's plan would demolish 14,000 dangerous and vacant buildings, clean up a wasteland eyesore of 31,000 trash-strewn lots, build 16,000 housing units and seal off 2,500 borderline properties, all to seed fresh real estate markets and cut the vacant property rate...by 65 percent. The mayor hopes his plan will attract 75,000 new residents to add to the dwindling population of 1.5 million."
