The buying and selling of development rights heats up in Boulder County.
Boulder County proposed new land-use codes governing house sizes in February. But only three people had even proposed building a house larger than 6,000 square feet - the limit set by commissioners, after which extra 'development credits' must be purchased.
"Throughout the more than two-year public process leading up to the program's passage, the commissioners often pointed out that the new rules would not just make it more expensive to build big houses but, perhaps just as important, they'd make it more affordable for people to build modest-sized homes by selling off their extra credits."
