This can be tough, since nationally, non-profits encounter a NIMBY attitude toward low income housing. In a report last fall, LA was noted as having the worst rental-housing crisis in the country. In LA, non-profits and developers continue to buy property and decaying buildings to deep up with the growing need for affordable housing.
