"The urban fabric of Washington only rarely engages its waterfront, most of which is in the hands of the National Park Service. What's missing is not public access to the water's edge or river vistas, of which there are plenty. Rather, there is a shortage of direct architectural proximity -- a lack of intimate physical, functional and visual interconnection -- between the District's buildings and its rivers."
