Governor of Maryland Parris N. Glendening has signed several laws that strengthen the state's anti-sprawl program.
"With a stroke of his pen, Gov. Parris N. Glendening yesterday added dozens of new laws to Maryland's rolls, including measures prohibiting openbay dumping, increasing penalties for animal cruelty and lifting a ban on cellular phones and pagers in schools.Also among the more than 150 bills Mr. Glendening signed were several that expand his renowned anti-sprawl Smart Growth program.The new measures call for tax credits for preservation and conservation easements, investing in public transportation and revitalizing existing neighborhoods."
